Programme to Support Budget Transparency in Togo (PATBT)

The relationship between good governance and better economic and social outcomes is increasingly recognised. Budget transparency is the degree of openness concerning the intentions, formulation and implementation, control and monitoring of budget documents. Clearly, according to the OECD, budget transparency is defined as making all budget information fully, timely and systematically available.

The Programme to Support Budget Transparency aims to promote good governance and strengthen the fight against corruption in Togo.

It has several components, including

  • The Open Budget Survey;
  • Advocacy for the timely availability to the public of key budget documents (Pre-Budget Statement, Executive Budget Proposal, Finance Law (Approved budget, Mid-Year Reports, End Year Report, Audit Report, etc);
  • Capacity-building for stakeholders on budget transparency;
  • Setting up a budget transparency platform.

Apart from the report on the 2022 open budget, which is currently under way, this programme, which is financially supported by the International Budget Partnership (IBP) has already achieved some convincing findings:
